About This Destination

Kobe's main mountain, 931m high. Famous for its night view of the city and Osaka Bay—locals call it a 10-million-dollar view. Cable car access, year-round events.
Mount Rokko rises 931 meters above Kobe and has been the city's most beloved natural landmark for over a century. Locals call the view from its summit a "ten-million-dollar night view" for the way the glittering cityscape, harbor, and Osaka Bay spread to the horizon after dark. The Rokko Cable Car climbs 1.7 kilometers from near Rokko Station to 737 meters elevation in about ten minutes, delivering visitors to Rokko Garden Terrace with its observation decks, restaurants, and boutique shops. The mountain hosts year-round attractions: the Rokko Meets Art outdoor sculpture walk, alpine botanical gardens abloom in spring, and a snow park that draws families in winter. Mount Rokko also serves as the gateway to Arima Onsen on its northern slopes, one of Japan's oldest hot spring towns. Well-maintained trails connect the two sides, making the traverse from Kobe to Arima a popular day hike that ends with a soak in mineral-rich waters.

Frequently Asked Questions

How do I get to Mount Rokko?

From Sannomiya, take the Hankyu Kobe Line to Rokko Station, then City Bus 16 to Rokko Cable Shita (about 10 minutes). The Rokko Cable Car climbs to Rokko Sanjo Station in 10 minutes for around 1,050 yen round trip. From Rokko Sanjo, the Sanjo Bus connects to Rokko Garden Terrace and other summit attractions. By car, take the Rokko Mt. Park Driveway from the Hanshin or Meishin expressways.

When is the best time to visit Mount Rokko?

After dark for the famous 'ten-million-dollar' night view of Kobe, Osaka, and the Inland Sea — most visitors aim for sunset and stay through twilight. Spring (cherry blossoms in early April) and autumn (foliage from late October to mid-November) are the most photogenic. Summer is noticeably cooler than the city below. Winter brings the snow park for families, but check road and cable status for closures.

What's the entry fee and what's included?

The Rokko Cable Car round trip is 1,050 yen for adults. Many visitors buy a Rokko-Arima Pass (around 2,560 yen) that bundles the cable car, summit bus, and Arima Onsen ropeway — a great deal if you continue to Arima Onsen. Individual attractions on the summit charge separately: Rokko Garden Terrace observation is free, but the Music Box Museum and Alpine Botanical Garden have their own admission (700–1,200 yen).

What can I do at the summit besides the night view?

The Rokko Garden Terrace cluster includes the Music Box Museum (Rokko International Musical Box Museum), the Rokko Alpine Botanical Garden (open spring–autumn), the Rokko Meets Art outdoor sculpture trail (mid-August to mid-November), and a snow park (winter). Excellent hiking trails connect Rokko to Mt. Maya and across to Arima Onsen on the other side — a popular day-hike-then-onsen combination. Allow at least half a day even without the night view.
