京都國際漫畫博物館於2006年開館，設於舊龍池小學（1929年建造）的校舍中，地處京都市中心。作為京都市與京都精華大學的合作計畫，館藏約30萬件漫畫相關資料，是世界最大級的漫畫典藏機構之一。最獨特的亮點是「漫畫之牆」——約5萬冊漫畫陳列於走廊和舊教室中，訪客可自由取閱，在館內任何角落甚至校園草坪上盡情閱讀。藏品從珍貴的明治時代作品到最新人氣系列一應俱全，還設有多語言的海外漫畫專區。輪替展覽探索漫畫作為藝術形式的文化影響與演變。館內還有漫畫家現場創作表演及似顏繪體驗，訪客可獲得漫畫風格的個人肖像。
