Built 1650s by retired Emperor Go-Mizunoo as a mountain retreat on Kyoto's northeastern outskirts. Three garden levels—lower, middle, upper—connected by pine-lined paths through rice paddies still farmed by locals. The upper garden is the centerpiece: Yokuryuchi pond created by damming a stream. From Rin'untei pavilion at the top, the view layers pond, city, western mountains—classic shakkei borrowed scenery. The middle garden (added by the Tokugawa) has painted fusuma sliding doors. Visits require advance reservation via the Imperial Household Agency; guided tours run about 80 minutes.
