Toki Messe

The name is a bird. Toki is the crested ibis, once common across Japan, reduced to a handful of birds on Sado Island offshore from here, and now being bred back into the wild there. The bird has been Niigata's prefectural symbol since 1965, and the prefecture later put its name on this convention centre.

The complex sits on Bandaijima where the Shinano River meets the sea, and the part worth your time is the Bandaijima Building, 140.5 metres and the tallest in Niigata. The Befco Bakauke observation room occupies the 31st floor. It is free, it is open until late evening, and it gives you the whole city at once: the river cutting through the middle with its bridges, the port, the Sea of Japan to the north, and on a clear day Sado Island lying long and low on the horizon. Turn the other way in winter and the Echigo mountains are white behind the rooftops.

Free observation decks in Japan are usually a compromise. This one is not: the glass runs full height, the room is quiet, there is a cafe, and the sunset over the sea in late afternoon is the reason to time your visit rather than drop in.

The rest of the building is a convention centre, a hotel and an art museum, none of which are attractions in themselves unless something is on. Bandai Bridge and the older riverfront are a fifteen-minute walk south, and the fish market at Pia Bandai is a short taxi ride for lunch. Twenty minutes on foot from Niigata Station, or a short bus ride.
